As of now, alerts and life-saving guidelines, will be received as "critical alerts", which will also be pushed if the mobile device is on silent mode or on "Focus" mode (such as "do not disturb"). Important note: iOS devices tend to actively offload an application when not in use, when it is not evident that the app was in fact erased.
